Can the Effect Engine API be used as a direct way to control LED lights without the need for video input?

Hyperion seems heavily geared towards creating effects based on a video stream. Can the API be used to control LED light strips without the requirement of colour matching video?

For some context, I am installing SK6812 RGBW LED lights on the exterior of my house and Hyperion appears to have a great library to create a custom light-show. In this case, I won't need video input. I only need to use Hyperion as a library.
