I just found this post and was able to get my LEDs updating again by disabling smoothing under Image Processing. Your config has it enabled as well so that might be the issue.
Previously my smoothing was working correctly and I didn't manually update anything. Running RasPi Zero W with WS2812B light strips from GPIO18 with a logic level shifter. Version 2.0.0-alpha.9 from the HyperBian image.
Re-Enabling Smoothing even with defaults still prevents the LEDs from updating.
