Install Raspbien Jessie Lite instead of Stretch Lite. It will solve your issue.

Today i tried using Raspbien Jessie Lite instead of Stretch Lite. On Jessie it works just fine!
This solved my problem. Running a Raspberry Pi Zero W, Hyperion now starts on boot/power up.
