but the LED lights still will not respond and light up
Do you see the boot effects when starting Hyperion? Yours is "Boot sequence 'Rainbow swirl fast'" -
No, I don't see any sort of effects.
-
Are the SPI pins active? In the file "/boot/config.txt" there should be dtparam=spi=on. And not commented out.

I just checked and the SPI pins are on. This is what I get when I run the boot config file.
Please let me know if anything there looks strange. Thanks for your help.

I also just noticed when I booted up my Pi that it showed a frowny face for a couple of seconds before going to the main OSMC screen--not sure if that's related or helpful, but thought I'd mention it.

The software side seems setup correctly. I would double check the wiring. Are you using a level shifter between the Rpi and led's?
booted up my Pi that it showed a frowny face
That might be a kodi/osmc addon problem. The osmc fourm's would be better at solving that. There where no error in the log you showed indicating that it was Hyperion. -
I'm not using a level shifter--I just followed the tutorial from this site, which didn't include one (unless I overlooked it somehow). I'll double-check my wiring and try to figure out the osmc problem. Thanks for your help!

Have what seems to be a similar problem however I tested with a NodeMCU and a led test code to ensure all lights were working.
Cpi any luck solving this?

I haven't used the prebuilt binarys for some time. So I can't comment on the install process.
I recently started to compile HyperionNG on my OSMC pi3. I works well. And its not to hard to follow the CompileHowto.md (HERE).
Give it a try? The worst that can happen is you well need to re image an SD card.
